Brazil leads digital transformation with a focus

Government presents progress in modernizing the State in Latin America.

Brazil reaffirmed its commitment to inclusive digital transformation during participation in international events this week. At CLAD 2025, the Ministry of Management and Innovation (MGI) presented strategies for federative cooperation to ensure that technological modernization reaches all citizens, reducing inequalities.

MGI's program at the congress, which runs until Thursday (11/13), includes three panels on public innovation. Among the presentations are the experience of Contrata+ Brasil, a policy focused on productive inclusion through public procurement, and the Architecture of Innovation in the Federal Government, with experiences from CINCO, LaboraGov and the National Program for Management and Innovation (PNGI).

CAR becomes Brazil's first Digital Public Asset.

At COP30 in Belém, MGI launched the Rural Environmental Registry (CAR) as Brazil's first Digital Public Asset. This innovation is part of the Solutions Acceleration Plan (PAS) for Digital Public Infrastructures, a global initiative led by Brazil in partnership with Norway, India, and international organizations.

The plan proposes the sharing of public technologies between countries in an open format, fostering an international ecosystem of collaborative innovation. The Minister of Management made a global appeal for other nations to follow the Brazilian example, sharing digital infrastructures focused on the environment, agriculture, and territorial management.

Expected impact

According to the government, when well-planned, these systems reduce costs, increase efficiency, and improve people's lives. The strategy combines technological innovation, transparency, and direct impact, aligning with Brazil's commitment to integrating sustainability and social justice.

Regulation of social media and AI for minors

Brazil is also making progress in protecting children and adolescents online. The Digital ECA (Statute of Children and Adolescents), currently in its final stages of development, will establish new age recommendations for digital platforms starting in 2026: messaging apps for ages 12 and up, social media for ages 16 and up, and AI chatbots for ages 14 and up.

The regulation places the responsibility on app stores, operating systems, and digital service providers to verify users' ages. Giants like Apple, Google, Microsoft, Meta, and TikTok will be affected, as well as e-commerce platforms and betting sites.
