In the third quarter of 2025, venture capital investments reached approximately US$ 97 billion, representing an increase of 38% compared to the previous year — the best quarterly performance since 2021[1]. After the «winter» of 2022-2023, startup funding has grown for four consecutive quarters, signaling a recovery in global investor confidence.

In this context of expansion, Brazil assumes a leading role. A record delegation of 380 Brazilian startups landed in Portugal for the Web Summit Lisbon 2025, which takes place from November 10 to 13[3]. This is the largest delegation from the country in the history of the event — surpassing the participation in 2024, when Brazil had already been the second largest delegation, behind only Germany[5].

Numbers that speak for themselves.

Brazil today is home to more than 20,000 startups and continues to expand[2][4]. The Northeast, a rising region in the national ecosystem, concentrates 24.7% of these companies, being the second largest concentration in the country, behind the Southeast with 35.8%[2]. Among the 380 Brazilian startups in Lisbon, 35 originate from the Northeast[2].

Brazilian participation in the 2024 Web Summit generated more than 15 million euros in deals[5]. This year, expectations are even higher. The Brazil-Portugal Internationalization seminar, held on the first day of the event, served as a barometer of the ecosystem and a hub for fundraising, charting routes for European expansion.

AI and ESG as competitive differentiators.

Vinícius Lages, manager of the International Advisory Department at Sebrae, highlighted during the seminar that the potential for investment in artificial intelligence startups is... US$ 380 billion, potentially reaching US$ 500 billion in 2026[3]. This pressure for capital requires Brazilian startups to differentiate themselves through quality, governance, and environmental and social impact.

The strategy is clear: incorporate ESG (environmental, social and governance) goals not as an obligation, but as a competitive advantage. Initiatives such as EmbraturLAB, which coordinates programs like Pré-AceleraTur in partnership with Sebrae and UFRJ, exemplify this movement[4]. The «Destino Futuro» program connects startups to develop tourism solutions using artificial intelligence and Big Data[4].

The global context

The VC recovery is not exclusively American. Although two-thirds of investments in the last quarter were directed to the United States, significant activity is observed in Europe, Asia, the Middle East, and Latin America[1]. Mega-rounds in artificial intelligence led the growth, but investments increased in all phases — from seed to more advanced rounds[1].

Web Summit 2025 expects to receive more than 70 thousand people, including 2,500 exhibiting startups, 1,000 investors and 900 speakers[5]. Portugal, through the Road 2 Web Summit program, will support 115 local startups, bringing the number of companies benefited since 2016 to over a thousand[5].

What changes for Brazil

The massive Brazilian presence in Lisbon is not merely symbolic. It represents the consolidation of Brazil as a benchmark for innovation in Latin America, with scalable technological solutions in various sectors. The internationalization strategy coordinated by ApexBrasil and Sebrae demonstrates institutional maturity in promoting the ecosystem.

Global governments are increasing investments in innovation to avoid falling behind in the technological race[1]. Brazil, with its record delegation and focus on ESG, is positioning itself not only as a participant, but as an alternative model of technological development — less concentrated, more regionally decentralized, and attentive to social impact.

In the coming days, in Lisbon, agreements will be finalized, partnerships established, and routes charted for the next few years of the Brazilian ecosystem. The numbers suggest that 2025 marks the inflection point: Brazil not only recovers but expands its presence on the global innovation map.

Photo by Mika Baumeister on Unsplash

Venture capital market bounces back strongly as Brazil expands its international presence.
