The event, which takes place until November 13th in the Portuguese capital, is expected to attract more than 70,000 participants and marks a decisive moment for the internationalization of the Brazilian technology ecosystem.

The coordination is by the Brazilian Trade and Investment Promotion Agency (ApexBrasil), in partnership with the Brazilian Service for Support to Micro and Small Enterprises (Sebrae). The Brazil Pavilion was officially opened this Tuesday (11), with the presence of the president of ApexBrasil, Jorge Viana, and the president of Sebrae, Décio Lima, as well as ambassadors and government authorities.

Northeast Brazil emerges as a regional force.

Among the 151 startups selected directly by ApexBrasil for the event, 35 are from the Northeast region of Brazil — representing 23.18% of the delegation. This number reflects the accelerated decentralization of the Brazilian innovation ecosystem. According to data from the Sebrae Startups Observatory, the Northeast is home to approximately 24.7% of all startups in the country, positioning itself as the second region with the highest concentration of these businesses, behind only the Southeast (35.8%).

This geographic diversification signals maturity. Brazil, which today is home to more than 20,000 startups, has established itself as a benchmark for innovation in Latin America, with scalable solutions in various sectors that are attracting growing interest from international investors.

Context: Why Lisbon matters

Web Summit Lisbon is no ordinary event. It is considered one of the largest global gatherings for technology and innovation, serving as a showcase for startups seeking capital, partnerships, and international expansion. For Brazil, it represents a strategic opportunity to increase visibility and attract foreign direct investment at a time when the country seeks to consolidate its global technological position.

The robust presence of diplomatic authorities — ambassador to Portugal, consul in Lisbon, representatives from ministries — reinforces that the participation is not only commercial but also diplomatic, signaling the government's priority for the internationalization of Brazilian innovation.

Innovation beyond the capital

While the delegation in Lisbon moves forward, Brazil is also celebrating parallel initiatives. In Paraíba, the state government awarded 20 entrepreneurs at Expo Favela Innovation 2025, investing over R$1 million in the event. The top five winners each received R$50,000, while the others received R$40,000, in addition to access to specialized mentoring through the Horizontes de Inovação Technology Park (PTHI).

State investment has already exceeded R$2 million since 2023 in initiatives that originated in communities. This approach of decentralization and inclusion reflects a broader movement: Brazilian innovation is not concentrated in large urban centers, but spreads across popular territories and historically peripheral regions.

What's at stake?

The delegation in Lisbon is competing for attention in a highly competitive market. Brazilian startups are presenting solutions in information technology, digital services, and scalable platforms. The expectation is that contact with European investors, international funds, and strategic partners will open doors for financing and expansion.

For Brazil as a country, this is about consolidating its narrative of technological power. The ecosystem is growing rapidly, but still faces structural challenges: access to capital, clear regulation for startups, and research and development infrastructure.

Critical perspective

The record presence in Lisbon is positive, but numbers don't guarantee results. The quality of connections, the ability to convert contacts into business, and the sustainability of attracted investments are real metrics. Furthermore, there's a structural issue: while Brazil invests in an international presence, it needs to ensure that the domestic ecosystem remains attractive so that startups not only are born here, but grow and remain.

Regional decentralization is a genuine step forward, but it requires continuity in public policies, easier access to credit, and a predictable regulatory environment. Events like Web Summit are showcases; the real work happens at home.

Photo by Annie Spratt on Unsplash

Record delegation marks Brazilian presence at Europe's largest technology event.
