The new rule reduces the eligibility criteria, allowing companies with at least 1% of export revenue to the US affected between July 2024 and June 2025 to access the program. Previously, the limit was 5% of impact on gross revenue.

The measure seeks to balance negotiations and support for the productive sector.

According to the Vice President and Minister of Industry, Foreign Trade and Services (MDIC), Geraldo Alckmin, the initiative aims to balance trade negotiations with the US and offer support to the national productive sector. The expansion also includes suppliers, increasing the sectoral scope of the program. The Brazilian government continues negotiating with the US, having sent a formal proposal on November 4th, after a virtual meeting between technical teams from both countries.

Economic context and financial market

Meanwhile, the Brazilian financial market has shown positive signs. The B3 Ibovespa index closed on Monday (10) at 155,257 points, with an increase of 0.77%, accumulating 14 consecutive increases and an appreciation of 29.08% in 2025, the largest since 2019. The appreciation is driven by sectors such as oil companies, mining companies and banks. The commercial dollar fell 0.55%, closing at 5.307. Investors are awaiting the Copom minutes and inflation data to assess possible cuts in the Selic rate, which could further stimulate the stock market.

Impacts and perspectives

The expansion of the Sovereign Brazil Plan represents a direct response from the government to the difficulties faced by Brazilian exporters due to the American "tariff hike," which has put pressure on the export sector. The expectation is that the program will help mitigate losses and maintain the competitiveness of Brazilian companies in the international market, while bilateral negotiations continue in search of more lasting solutions.

Photo by Mathieu Stern on Unsplash

Brazilian Government Expands Access to Sovereign Brazil Plan The Brazilian federal government announced this Wednesday (12) the expansion of access to the Sovereign Brazil Plan, a program that offers financial support to companies impacted by trade tariffs imposed by the United States.
